CogmapFoundationRow

One foundational resource of a cognitive map — a resource homed in the map, as returned by the
cogmap_foundations SQL function field-for-field (so the service read can query_as! into it).
The map's telos/charter resource is flagged is_telos; the rest are the resources the map is
built on. The decorated ref (and context_ref where resolvable) is injected render-time by the
CLI, exactly as list/show/search rows carry one.
